1.Community Affairs Division
Mission:
The CAD will serve as the bridge between the community and law enforcement through outreach programs and engagement activities that build trust and collaboration.
Responsibilities:
• Community Engagement: Organize town halls, anti-gang/drug seminars, and youth programs to foster public safety and involvement.
• Outreach and Needs Assessment: Conduct surveys and community listening sessions, organizing job fairs, safety training, and cultural celebrations.
• Law Enforcement Liaison: Serve as an intermediary between the public and law enforcement, ensuring the community’s concerns are addressed.
• Volunteer Management: Recruit, train, and manage NYSLECC volunteers, ensuring they meet hours and certification requirements.
Structure:
• Director of Community Affairs: Responsible for overseeing CAD’s strategy.
• Event Coordinators: Plan and execute community events.
• Community Liaison Officers: Gather feedback and communicate with both law enforcement and community leaders.
2. Council Investigation Division (CID)
Mission:
The CID will focus on investigating fraud, scams, and criminal activities affecting the community. Its work will be in collaboration with law enforcement to ensure efficient case resolution.
Responsibilities:
• Fraud and Scam Investigations: Investigate fraud cases targeting vulnerable communities and lead educational anti-fraud initiatives.
• Incident Investigation: Assist in public safety investigations and collaborate with law enforcement agencies to resolve cases.
• Collaboration with Law Enforcement: Work with law enforcement agencies to share intelligence and support larger investigations.
• Specialized Teams: Form task forces to handle specific crimes, such as fraud prevention, financial crimes, and organized crime.
Structure:
• Chief Investigator: Oversees all CID operations.
• Investigators: Law enforcement personnel, detectives, military veterans, or intelligence officers.
• Support Staff: Assist with data analysis and case management.
Membership and Training Requirements:
All individuals joining NYSLECC’s divisions must come from law enforcement backgrounds, including active or former enforcement officers, detectives, inspectors, or military personnel. To ensure that every member has the necessary skills for their duties, all personnel must undergo New York State Peace Officer training. This training will certify members to handle law enforcement responsibilities and community safety roles within NYSLECC. Only those who complete the Peace Officer certification will be allowed to engage in investigation and enforcement-related activities within the council.
Integration and Collaboration:
The CAD and CID will work closely together, referring cases and leveraging each other’s resources. The CID will rely on CAD’s community relationships to aid investigations, while the CAD can channel community concerns to CID for deeper investigation.
External Partnerships:
• Law Enforcement Agencies: CID will maintain regular communication with NYPD, federal agencies, and other law enforcement bodies.
• Community Leaders and Organizations: CAD will partner with local leaders to ensure outreach aligns with community needs.
Through this divisional structure and membership criteria, NYSLECC will not only engage the community effectively but also ensure that every investigation and outreach effort is carried out by well-trained and certified professionals, fostering a safer, more informed, and collaborative environment.
