Jimmy Guo Er Qiang was not only a doctor but also a philanthropist with a heart for the world. His compassion and medical expertise not only cured patients’ dental issues but also warmed the hearts of countless individuals. From a young age, he dedicated himself to public welfare, using his professional skills as a tool to help others by providing free treatment and care to those in need. He firmly believed that every small act of kindness could become a beacon of light in the world.

Beyond his dental career, Jimmy Guo Er Qiang dedicated himself selflessly to the community. He funded infrastructure projects in his hometown, supported veterans and police officers, and quietly helped numerous families in distress. His good deeds not only changed individual lives but also sowed seeds of hope in the community, ensuring that people could still feel warmth and optimism in difficult times. His belief was: "The world may not be completely changed by one person, but every act of kindness makes it a better place."

 

Establishing NYSLECC and Strengthening Police-Community Relations

It was this persistent pursuit of social justice and fairness that led Jimmy Guo Er Qiang to co-found the New York State Law Enforcement Community Council (NYSLECC) in 2022.

In American society, relations between law enforcement and the public often face challenges, but Jimmy Guo firmly believed that communication and understanding were key to bridging the gap. He often said, "One person can go fast, but a group of people can go far." As the official chairman and founding leader of NYSLECC, he tirelessly worked to connect the community with law enforcement agencies, building a bridge of trust. His goal was not only to help the public understand the responsibilities of police officers but also to encourage officers to listen to the voices of the community, fostering genuine mutual respect.

Through his efforts, NYSLECC became not just a platform for police-community cooperation but also expanded its influence in 2025 by incorporating veterans. This allowed military personnel, law enforcement officers, and civilians to work together for social stability and harmony. His dedication earned him deep respect from law enforcement and unwavering trust from the community.

 

A Commitment to Protecting Law Enforcement and the Community

Under Jimmy Guo Er Qiang’s leadership, NYSLECC launched several impactful public service initiatives. Through his actions, he exemplified responsibility and dedication:

• Charitable Relief and Social Assistance: Personally participating in every community donation event, he provided immediate aid to low-income families and individuals facing sudden hardships, always stepping up to deliver warmth and support to those in need.

• Supporting Families of Fallen Officers: In late 2024, NYPD Sergeant Ivan M. Rodriguez tragically lost his life, leaving his family in grief and distress. Upon hearing the news, Jimmy Guo Er Qiang immediately launched a fundraising campaign to support the fallen officer’s family. This was not just a donation but a symbol of solidarity—bringing together community members, fellow officers, and various sectors of society to pay tribute to the fallen hero and ensure his family was not left behind.

• Veteran Assistance Programs: Understanding the challenges many veterans face in reintegrating into society after service, he led NYSLECC in providing psychological support, career training, and community service opportunities. This initiative not only honored their past sacrifices but also gave them a renewed sense of belonging and purpose.

• Cultural Events to Enhance Police-Community Relations: Believing that true understanding comes from open hearts, he promoted cultural exchange events like Lunar New Year gift-giving activities to foster interactions between law enforcement and residents in a relaxed setting. These events not only celebrated cultural traditions but also strengthened trust between officers and the community, transforming law enforcement figures from mere enforcers into true guardians.

Through these initiatives, Jimmy Guo Er Qiang became not only a pillar of the Chinese-American community but also the most trusted liaison between the Law Enforcement  and local residents. With warmth and perseverance, he shortened the distance between law enforcement and the public, making the community safer and more harmonious.

 

Leadership and an Everlasting Legacy

Under Jimmy Guo Er Qiang’s leadership, NYSLECC became a symbol of unity, service, and compassion. He was not just the founder but also its guiding spirit. Through his actions, he proved that even a single individual’s efforts could ignite a flame of hope and illuminate an entire community.

However, on February 17, 2025, while fully devoted to his philanthropic work, Jimmy Guo Er Qiang tragically passed away. His sudden departure shocked all who knew him. His loss was not only a great tragedy for NYSLECC but also a heartbreaking event for the entire community. Many mourned the fact that he could have accomplished even more, helped more people, and changed more lives.

Yet, his spirit will never fade, and his impact will never disappear.

To honor his legacy, NYSLECC pledged to expand community activities and charitable projects, recognizing outstanding volunteers who contribute to society and ensuring that his philanthropic spirit lives on. His name will forever be engraved in NYSLECC’s mission, and his story will continue to inspire generations of community leaders to uphold the values he championed.

Among the police officers and citizens he once connected, within the community he dedicated his life to, and in the hearts of all those he helped, Jimmy Guo Er Qiang’s spirit will shine eternally.

He was a role model for the community, a bridge between law enforcement and the people, and a leader who united society through love and dedication.

His short yet impactful life was like a burning candle—illuminating the darkness and warming hearts.

His unfinished work is like a relay torch—one that will be carried forward by many, ensuring that his spirit of love and service is passed down through generations, never to be extinguished.

Rodríguez perdió trágicamente la vida en el cumplimiento de su deber, dejando a su familia sumida en el dolor y la incertidumbre. Al enterarse de la noticia, Jimmy Guo Er Qiang lanzó de inmediato una campaña de recaudación de fondos para apoyar a la familia del oficial caído. No fue solo una donación, sino un símbolo de solidaridad: la comunidad, los compañeros policías y diversos sectores de la sociedad se unieron para rendir homenaje al héroe caído y garantizar que su familia no quedara desamparada.

• Programas de Apoyo a Veteranos: Consciente de los desafíos que muchos veteranos enfrentan al reintegrarse a la sociedad tras el servicio, lideró a NYSLECC en la provisión de apoyo psicológico, capacitación laboral y oportunidades de servicio comunitario. A través de estas iniciativas, Jimmy Guo Er Qiang se convirtió no solo en un pilar de la comunidad chino-estadounidense, sino también en el enlace más confiable entre las fuerzas del orden y los residentes locales. Con calidez y perseverancia, acortó la distancia entre la policía y la comunidad, haciendo de su entorno un lugar más seguro y armonioso.

Su pérdida no solo fue una gran tragedia para NYSLECC, sino también un acontecimiento desgarrador para toda la comunidad. 除了牙医事业之外，郭尔强更是以无私的奉献精神投入社区。他资助家乡基础设施建设，为退伍军人和警察提供支持，并默默帮助无数陷入困境的家庭。他的善行不仅改变了个体的命运，更在社区中播下了希望的种子，使人们在困境中依然能感受到温暖和希望。他的信念是："世界或许无法被一个人彻底改变，但每一份善意，都会让世界变得更美好。"

创建NYSLECC并促进警民关系

• 退伍军人援助计划：他深知，许多退伍军人退役后难以重新融入社会，因此，他推动NYSLECC为他们提供心理支持、职业培训及社区服务机会，让他们能继续为社会贡献力量。这不仅是对他们过去奉献的认可，更是给予他们新的归属感。

• 文化活动促进警民交流：他相信，真正的理解需要彼此敞开心扉。因此，他推动NYSLECC举办春节社区赠礼活动等文化交流活动，让执法人员和居民能够在轻松的氛围下互动，消除偏见，建立信任。这些活动不仅弘扬了文化传统，更让警察与社区之间的关系更加紧密，让执法者在民众心中不再只是“执法者”，更是“守护者”。

 

通过这些举措，郭尔强不仅是华人社区的支柱，更是纽约警察局和华人之间最值得信赖的联络人。他用温暖与坚持，缩短了警民之间的距离，构筑起相互理解的桥梁，让社区变得更加安全、和谐。

然而，2025年2月17日，他在全身心投入公益事业的过程中不幸离世，这一消息震惊了所有认识他的人。他的离去，是NYSLECC的巨大损失，更是整个社区的悲痛。他的未竟事业，让无数人感叹：他原本还能做得更多，帮助更多的人，改变更多的生命……

但他的精神不会熄灭，他的影响力不会消散。

 

为了延续他的遗志，NYSLECC决定开展更多的社区活动与慈善公益项目，以表彰那些为社会作出杰出贡献的志愿者，并确保他的慈善精神代代相传。他的名字，将永远镌刻在NYSLECC的使命之中，他的故事，将激励一代又一代的社区领袖，继续践行他所倡导的价值观。

在他曾经连接的警察与民众之间，在他倾注热血的社区，在所有曾受他帮助的人们心中，郭尔强的精神将永远闪耀。
